Personality [ ] Relationships [ ] History [ ] Willis was in his office when he was visited by Monarch operatives William Randa and Houston Brooks . They persuaded him to fund a joint expedition with Landsat to an uncharted location in the South Pacific called Skull Island . Willis was initially reluctant but after being convinced about beating the Russians who were about to launch a similar operation to the island, he agreed and granted Monarch a military escort at Randa's behest.
