Dr. Paul Stewart is a character in the 1966 Toho film, War of the Gargantuas.
History
War of the Gargantuas
Paul is a scientist who studied the infant Sanda in his laboratory but the infant escaped before any conclusions could be drawn about him. Paul and his team didn't give it an afterthought until five years later when a Green Gargantua is seen destroying ships and eating people. He helps the Japanese military to determine that the rampaging kaiju is in fact a Gargantua but, due to its violent nature, Paul has a hard time believing that it is the same Gargantua that he and his team had cared for.
He eventually determines that there are in fact two Gargantuas, one of them being the now-adult Sanda, but Paul does not believe it has good intentions if any at all until he sees Sanda save the life of his assistant, Akemi Togawa. He then aids the military in coming up with strategies to ward off or defeat the monsters, while pushing for Sanda's life to be spared.
He begins to theorize, after seeing some of Sands and Gaira's cells, that Gaira is just some cells of Sanda's that spawned a new being. Eventually, the monsters begin to advance on a cluster of cities, and Paul joins Akemi in her effort to save Sanda. They fail and the two Gargantuas fight throughout the city, leading into Tokyo Bay and out to sea, where they are presumably killed in an underwater volcanic eruption.
