It's just a new incarnation of Goro Maki. The versions of Maki from Son of Godzilla and The Return of Godzilla exist in different continuities, and so does the version in Godzilla: Resurgence.

Well i thought of that but the profile picture in the folder in Godzilla resurgence shows he is old. and in the events of the past movies he is like 20-30 years old.
but on the other hand The King of the Monsters has a point. Godzilla: Final Wars ended with godzilla and minilla going to sea. its impossible for the 2nd form (armless big-eyed shin godzilla) to have already grown at the start of the movie.
Godzilla: Resurgence is set in a completely different universe than Son of Godzilla or The Return of Godzilla, so it would be impossible for it to be the same incarnation of Goro Maki. Just like how the Godzilla in Godzilla: Resurgence is a brand-new version of the character, the Goro Maki in that film is a brand-new version of that character.
Proabley due to a little thing called aging. Its very common in all species.
So going by your commentsare you confused by the young Cap Kirk from J.J Abrams's Star Trek, Star Trek Into Darkness and Beyond and the old one the original from the 1st tv series?

According to the film, I think it's not related. Watched it and memorized the film basically xD and thanks to the wiki, after comparing to the past Goro Maki(s) to the 2016 versh, it's not that related.
